The Great Labor Day Hurricane of 1935
The Great Labor Day Hurricane of 1935, a Category 6, was one of the strongest Atlantic Hurricanes to strike
the U.S. The storm began to form east of the Bahamas at the end of August 1935. On September 1, 1935, the U.S.
Weather Bureau issued a storm advisory and a day later, it reached hurricane status, named Hurricane 3. However,
the storm's projection was firstly thought to pass through the Florida Straits. The storm reached an intensity
of 892 mb, sustained winds of over 185 mph and a storm surge of 18 to 20 feet above sea level, as it made landfall
on the keys.
The following map shows the location of the Veterans' Camps:
Map from the Miami Daily News, Sept 5, 1935
In this before and after picture you can see the destruction that the Hurricane caused on the
camps, which were mostly shoddily constructed buildings and tents.

On the afternoon of September 2nd, officials sent a train from Miami to evacuate the veterans'. It however
failed to reach the camps located on Lower Matecumbe Key. The image below was taken three days after storm and
shows the damage that the train suffered.
According to the report of Coroner George J. Rawlins, the total known dead when he made his report on November
19, 1935 was 423 - 164 civilians and 259 veterans. There were an additional 62 bodies found after his report was
filed, between November 19 to March 1, 1936, which brought the official death count to 485 (228 civilians and 257
veterans). The number of deaths is still uncertain, because more bodies and skeletons were found in the years following
the hurricane. According to the 1935 Florida State Census, that was compiled in May of that year, Monroe County
had the population at a total of 13,335, with the majority of the population in Key West (12,470), Middle Keys
with a population of 192 and the Upper Keys with 673. This census did not count the veterans or temporary personnel
that were housed on the Keys during this time.

Van Hyning, Administrator of the Florida Emergency Relief Administration. Mr. Van Hyning was called up as a witness

WAR VETS DIED NEEDLESSLY ON KEYS, HE SAYS
American Legion Inquirers Hear Sensational Charge As Death Probe Opens
[Source: Sarasota Harold, Sarasota, Fla, October 13, 1935. Transcribed by SueAnn McKnight.]
KEY WEST, Oct. 12 - Hundreds of war veterans who died in the tropical hurricane that ravaged the Florida Keys
September 2 could have been saved, American Legion investigators were told here today. Speaking with deep
feeling, Arthur Brown of New York, timekeeper of camp 3 on lower Matecumbe where 90 of 242 encamped veterans died,
testified before the Legion committee: "There was sufficient time to get all veterans out from camp
3, and the trucks (trucks Brown said stood idle in the camps while the storm raced toward the keys) could have
picked up men at camp 5, seven miles to the north, and prevented great loss of life there."
Brown appeared at today's initial session of the investigating committee appointed at the recent Legion convention
in St. Louis to determine whether the 300 and more veterans killed in the Labor Day storm died needlessly.
Major Quimby Melton, editor and publisher of the Griffin, Ga., Daily News, and chairman of the committee, said
as the hearing opened: "We have come into Florida with perfectly open minds. We are not here to whitewash
anybody. If there is any blame to be fixed, we want to find on whose shoulders it properly rests."
Brown, the chief witness, spoke earnestly and occasionally bitterly as he made his charge that trucks parked
in the camps could have been used to bring the men out.
A Florida East Coast relief train, sent from Miami shortly after 4 p.m. Sept. 2, reached the keys almost with
the storm, and high winds and water wrecked it on Islamorada, eight miles above Brown's camp.
"When the truck drivers went off duty Saturday," the timekeeper testified, "they - as was their
custom - turned over all the truck keys to Col. E. L. Sherran, project engineer for the state highway department.
"But no effort, so far as I know, was made to get the keys from him-and he was on a nearby houseboat.
"The veterans were called together by a siren at 2 p.m. (Monday, Sept 2) and told to prepare to evacuate.
Most of them got their belongings together in blanket rolls and awaited arrival of the train which we were told
was coming.
"Again at 4 p.m. the siren sounded and the same instructions were given. The mess sergeant prepared food
to carry on the train. But it never arrived."
After a graphic story of his buffeting by huge waves in a mangrove swamp when, during the hurricane's lull,
he left a shack in which he and 15 others were crowded in waistdeep water, Brown continued solemnly:
"We were always led to believe a train would be held in readiness if a storm threatened the keys. There
were two spur tracks at camp there, and trains could have been placed there without interfering in the slightest
with regular train movements on the main line."
Commander Trevor, in his testimony, had hinted discipline was not all it could have been in the camps. Brown
was asked about that. He replied: "There was absolutely no discipline." Later he said "About 80
percent of the veterans would have been good soldiers and would have liked to have had discipline. Others would
have gotten out of the camps. If the camps had been operated with military discipline, this disaster would have
been avoided. There never at any time was held an evacuation drill."
The committee, after visiting the keys for first hand inspection of the camp sites, will go to Miami Monday
where it will hear Sheriff D. C. Coleman, Governor Dave Sholtz' representative in rescue work after the storm.
Sholtz himself will be interviewed at Tallahassee.
Another witness was Major William V. Albury, national guard officer stationed at Key West, who said he found
there was "absolutely no" discipline in the camps but believed "70 per cent of the men would have
been amenable to discipline if they knew someone would enforce it."
He said there were a lot of mental cases in the camps.
Major Albury commanded the Key West detachment of national guardsmen during their three months' stay in the
area last spring when veterans in camp 3 went on strike in protest against allegedly unsanitary conditions and
differences with officials over pay scale.
He took a detachment of 51 men and three other officers into lower Matecumbe Wednesday after the storm, and
while on duty there shipped 108 bodies to Snake Creek, cremating 87 others on the ground.
Finding 14 surviving veterans at the camp, he ordered them to remain in their quarters after discovering bodies
in accessible ets," though "oddly bodies in mangrove swamps almost invariably carried papers such as
army discharges as well as money:"
Major Aubury made no accusations of looting but remarked pointedly: "The only surviving veterans were the
only persons there."
Neither did he comment on the competence of camp officials, only remarking there had been three changes of management
during the camp functioning.
He suggested the committee determine the whereabouts of identification papers and personal effects taken from
the bodies and turned over by him to FERA officials from Miami.
Albury said the identity of many dead veterans could be established from these, and he wanted to be certain
full advantage of these effects had been taken by identification quarters at Miami. The committee promised to look
into this matter.
M. E. GIlfound, Key West emergency relief administrator, expressed belied one week was the margin of life for
the veterans in the camps.
"Funds for the bridge project were exhausted," he testified, "and arrangements had been made
to disperse the veterans to CCC camps. One week more and the men would have been out of the keys."
Gilfond's superior, Conrad Van Hyning, Florida FERA administrator, who also testified, told of arrangements
to remove the men from the keys saying: "I had conferred with officials in Washington X X X the CCC had been
hesitant because of their rules on age and others of that nature. They did not want to establish special camps
but it was only a question of a week or two. Then the hurricane brought matters to a sudden head."
Gilfond told of relaying instructions from Van Hyning, then in Tallahassee, for Sheldon to "watch the situation
closely and take no chances." The camp officials, Gilfond said, seemed "very confident."
The following lists were provided to the Florida Hurricane Disaster Hearings Before the Committee on World War
Veterans' Legislation House of Representatives Congressional Inquiry (H.R. 9486)
