2 LAOGAI CAMPS Laogai means : reform through labor is a slogan of the Chinese criminal justice system and has been used to refer to the use of prison labor and prison farms in the People's Republic of China. Laogai camps are a administrative detention for a person who is not a criminal but has committed minor offenses, and is intended to change offenders into law-abiding citizens.

3 LAOGAI CAMPS In 1990 China abandoned the term laogai and started labeling the facilities as "prisons" instead. China's revised Criminal Procedure Law and brought an end to official laogai policy. Some prisons in the Tibet unknown region and in Qinghai still practice forced labor and amount to a continuation of laogai. They were known as re- education plans through labor

4 HOW THEY WORK During the 1950s and 1960s, Chinese prisons were similar to organized factories They contained large numbers of people who were considered too critical of the government or counter-revolutionary. However, many people were arrested for political or religious reasons. They were released in the late 1970s at the start of the Deng Xiaoping reforms.

5 HOW THEY WORK There are accusations of these camps producing products that are often sold in other countries. Its been argued that the use of prison labor for manufacturing is not a violation of human rights and that most prisoners in Chinese prisons are there for what are generally regarded as crimes in the West. Laogai has attracted criticism for having extremely poor conditions. Even though the Laogai camps are having there prisoners produce products, there products aren't exactly salable in an open market. Prisoners aren't better then a paid worker. Historians estimated that 27 million people died in prisons and labor camps during Mao Tse-tungs rule.
