AAR Toolkits

Overview


In April 2019, WHO published the Guidance on After Action Review (AAR) and accompanying toolkits to assist in planning, preparing and conducting AARs following the response to a public health event or emergency for collective learning and be better prepared for the future.

Toolkits were developed for the different formats of AARs proposed by WHO which are debrief AAR, working group AAR, key informant interview AAR and the mixed-method AAR. They comprise among other things the following elements:

  • the facilitator’s and participant’s (if relevant) manuals of each toolkit;
  • templates for developing, conducting and following up on an AAR;
  • a checklist to support the step-by-step planning and implementation of an AAR;
  • sample PowerPoint presentations to be used when conducting an AAR, and;
  • a database of trigger questions.

The mixed-method AAR approach blends the formats of the debrief, working group and key informant interview AARs. The toolkits of the three formats will be used to design, implement and follow-up on a mixed-method AAR.

It is important to note that the AAR toolkits presented above are not cast in stone. They can be adapted and customized depending on the context, needs and priorities of the member state and entity requesting for the AAR.
